Transporter Scorecards That Drive Better Service: OTIF, Claims, Compliance and Responsiveness

Choosing a transporter only by freight rate can create expensive problems later. A low quote may look attractive, but frequent delays, damaged goods, incorrect documents and slow responses can increase the total cost of every shipment.

A well-designed transporter performance scorecard in India framework gives shippers a clearer view of service quality. It measures what happens after a transporter accepts a load and shows whether the transporter delivers reliable business value over time.

Why Freight Rate Does Not Tell the Whole Story

Freight rate measures price, not performance. Two transporters may quote similar rates for the same route, yet provide very different service levels.

For example, one transporter may deliver 95 out of 100 shipments on time with complete documents. Another may offer a 5 percent lower rate but deliver only 80 shipments on time. The cheaper transporter may cause production delays, customer complaints, emergency follow-ups and additional administrative work.

A transporter scorecard brings these hidden costs into view. It helps procurement, logistics and finance teams evaluate price alongside reliability, safety and service.

Practical Measures for a Transporter Scorecard

A useful scorecard should focus on measures that teams can understand and verify.

1. OTIF Performance

OTIF stands for On Time In Full. It measures whether the transporter delivers the complete shipment within the agreed delivery window.

If a truck arrives on time but carries missing or damaged goods, the shipment does not meet OTIF requirements. This measure reflects the customer’s actual delivery experience.

2. Transit-Time Variance

Transit-time variance compares the planned journey time with the actual journey time. A route planned for 48 hours should not regularly take 60 or 70 hours.

Small variations may occur because of traffic, weather or road restrictions. However, repeated differences can reveal weak route planning, long stoppages or poor vehicle coordination.

3. Documentation Accuracy

Transporters handle e-way bills, proof of delivery, invoices, vehicle documents and other shipment records. Missing signatures, incorrect dates or delayed proof of delivery can hold up billing and create compliance concerns.

The scorecard can track the percentage of shipments completed with accurate documents within the agreed time.

4. Claim Frequency

Claim frequency measures how often customers report loss, shortage or damage. Teams should review both the number and value of claims.

One minor packaging claim should not carry the same weight as repeated high-value cargo damage. The scorecard should therefore record claim severity and closure time.

5. Response Time

Fast communication matters when a shipment faces a delay or breakdown. The scorecard can measure how quickly the transporter acknowledges an issue, shares an update and provides a recovery plan.

A useful test is simple: when a truck stops moving, does the shipper hear about it from the transporter or from the customer?

Compare Performance at the Right Level

Network averages can hide weak routes. A transporter may achieve 92 percent OTIF across the network while performing poorly on an important lane.

Shippers should compare results by:

  • Origin and destination lane
  • Customer or delivery location
  • Vehicle type
  • FTL or PTL service model
  • Product or shipment category

Suppose a transporter achieves 96 percent OTIF on the Bhubaneswar to Kolkata lane but only 74 percent on the Bhubaneswar to Hyderabad lane. A network average may appear acceptable, but a lane-level review reveals where corrective action is required.

Build Trust in the Scoring Process

Both the shipper and transporter should trust the data. Before launching the scorecard, the parties should agree on data ownership, definitions, evidence and review frequency.

The agreement should answer practical questions. Which system records dispatch and delivery time? What proof supports a delay reason? Who validates a damage claim? How long can either party challenge a record?

Scoring weights should match business priorities. A company may assign 30 percent to OTIF, 20 percent to transit consistency, 15 percent to documentation, 15 percent to claims, 10 percent to compliance and 10 percent to responsiveness.

Monthly reviews work well for operational improvement, while quarterly reviews can support commercial decisions.

Turn Scores Into Corrective Action

A scorecard should lead to action, not become another spreadsheet that teams open once a month.

Each weak measure should have an owner, improvement target and deadline. For example, a transporter with 82 percent OTIF may receive a target of 90 percent within 60 days.

The contract can connect performance to service credits, incentives or future load allocation. Strong performers may receive more business, while consistently weak performers may lose preferred status. The process should remain transparent and allow reasonable exceptions for verified events outside the transporter’s control.

Start With a Small Pilot

Shippers can test the scorecard on three to five high-volume lanes before using it across the network.

A practical pilot can follow these steps:

  1. Select lanes with reliable shipment data.
  2. Record the current performance for one month.
  3. Agree on measures, weights and evidence rules.
  4. Run the scorecard for two or three review cycles.
  5. Correct data gaps and unclear definitions.
  6. Compare operational results before wider rollout.

This approach works like testing a new route before moving the entire fleet. It gives both teams time to solve practical issues and build confidence in the process.
